idk about the terminal problem but after inviting 3 villagers you need to get the campsite, invite the villager that comes to it (you have to as the villager doesnt change or go away) and then they start appearing on the mystery islands again when you can sell land and stuff ��

I'm in the same place with the 3 new villagers having moved in, i heard though that eventually nook will offer you more spaces for you to have villagers move in, which is i presume when the campsite is done and has had it's first visiter, or after the concert, whichever.
