Pretty sure that, a whole mechanic is not something that an anime scenario writer will create.
Whereas it’s definitely not completely developed by them, I can assure you that with the exception of Fusion (which already existed) all the others Extra Deck Summon methods were initially conceptualized by the staff of their respective series.

Is he really involved with creating the new cards? I just assumed it was some people at Konami who designed the cards and created new summoning mechanics. It does fit too well with his writing flaws, but I've never heard of him being involved beyond the various anime series before.
That's because Yoshida is always dodgy or vague whenver people asks about specifics (either on interviews or in tweeters he just says “keep watching X, thanks” whenever people asked something) about any series he works in, but Ono? He has never been shy of sharing details about why and how he came up with the dueling mechanics of either 5ds or Arc V, not just the riding or action duels but also the card game mechanics, and again Yoshida never gave answers, but even the japanese fandom was quite sure that he was behind the creation of Xyz summon, and greatly disliked some of the power ups for being seen as lazy design.
As as you said, all summon mechanics made in the series they were respectively in charge for, fits their writting style way too much for it to be a mere coincidence, I'd say they're at least part of the consulting staff
