Boy, this one took me too damn long to identify, and I have to thank @porrumdoctum for finally tracking it down!

It turns out, this is the Resco PVD Stealth Gen.1.
(Comes with a black nylon band, which is what Mark seems to be wearing in the episode. That leather strap is an eye sore.)
Resco Instruments is a really new company in the watch market, started in 2009 by R.E Smith in California. They limit their production to no more than 1000 watches a year, with the hopes of increasing their company to make no more than 3000 in a year, to maintain quality control. Their watches use the standard ETA 2824 self-winding movement that many other luxury watches use, but at a fraction of the price.
This one will put you back $2155.00.
It’s probably the first watch I’ve seen Gibbs where that seems appropriate for the character and his budget. LoL!
