Do you happen to have a link to the CIA document wherein Syngman Rhee orders a preemptive attack on the North (proving that the North did not invade southern Korea)? I'm sure it's been posted but I can't seem to find it

We posted back in February 2018 in reply to an anonymous question on the subject -- it’s not a CIA document but United Nations’ own documentation stating orders had been issued by the u.$. to instigate a war.
