I know that everyone loves Kururun because she’s just a little guy that does nothing, but consider this.

Kururun is considered a sea fairy, not just a seal, a sea fairy. Do you know what kind of fairies happen sport a seal disguise?

Beings capable of transforming into humans by shedding their seal skin.

I like to think that Kururun does have a human form but never shares it because she just likes being the royal pet. She like being a little guy who does nothing. She probably had her seal skin permanently sewn up because she just likes being a little creature.

And it’s not like her body is incapable of human speech, in the body swap segment of episode 33, even though Minori didn’t say anything in Kururun’s body, Kururun in Manatsu’s body only says her signature ‘Kururun,’ this means that Kururun doesn’t speak her own language, she just chooses to only say ‘Kururun.’
