We have more than enough questions about Sieg, but Nibel is on a whole other dimension..
He's not Mildian, & implies that he has nothing to do with the Protecting Time business. However, he somewhat LIVES in Mildian, telling Sieg that he had to get by with his illusion magic for the past few years.
So, he's from another town & also practises magic. But since he remained in Mildian despite being wanted, it's possible that his place of origin no longer exists, or that he's unable to return to there.
Aside from that, he may also be orphaned, or disowned, or abandoned by his parents, as the only adult he has familiar conversation with is Sieg.
Even so, he looks to be about 12 years old. To be fending for himself in a place he's not even from is some cruel punishment for a child. Could it be that he was exiled because of the magic he possesses?
I recall that Mildian isn't marked on common maps. I'll assume that it's an isolated town with nothing much around it, except maybe magic barriers. It's unlikely that he found his way to Mildian by himself (though it's not impossible), perhaps unless if he was brought there by an agent of his former hometown, or by Mildian's own who was in contact.
Heck, it's weird to me that he's even friends with Sieg. Then again, there were hardly any children seen in Mildian. But to choose Sieg.. Maybe.. From what we saw, Mildians had an intense devotion for preservation of time. His comment to Sieg also implied that killing someone for time's sake was nothing shocking for them. Even so, when Sieg hunted down Elie, he showed notable sympathy for her being harmed, & also for her fate in life. I wonder if another Mildian would act like that, or if it was just him? If the latter, maybe Nibel saw it earlier & felt that he was the safest person to be around, among others.
