A person has gained the power to accelerate the speed of time allowing him to think and move extremely quickly. But this only affects his body, in this state the air around him acts thicker than syrup making it difficult to move and impossible to breathe, gravity is far weaker making normal walking impossible, and any movement in this state gives him so much momentum that simply touching something could shatter his bones.
