Diplomatic missions only occur between governments and assassinations needing to take out a bad weed in the garden of good - willed officers. A diplomatic mission between two agencies signify that one crossed the borders of another , or in this case , have exposed a glimpse of an unknown institution coming after the same missions that Kingsman has for the recent events as LANCELOT scouts the perimeters in another country.
He has been waiting patiently for a sign of arrival since he takes upon self to be at the destination before the agreed time since he’s unfamiliar with how the Australian organization works ----- same target but different processes. As far as he’s been in service , the Secret Service has operated at the highest discretion as an independent firm running on the ideas of Knighthood , and there are no records he has known of other agencies as discreet as theirs that said agency has been off the radars for years. Or that , the other Kingsmen didn’t give a shit as long as no one crosses each other’s turf. After all , Australia is really down under as seen from a geographical , global perspective.
