So from what we can tell

There are only a few likely explanations for Gladys and FP’s relationship.  

Jughead makes it clear that Gladys is taking online classes to get her GED and therefore didn’t graduate high school. Alice got pregnant with Charles late senior year, and Charles is 9 years older than Jughead. Assuming Gladys attended Riverdale HS:

1. Gladys dropped out of RHS for an unknown reason and is a similar age to FP. Both were around 27 when they had Jughead.

2. Gladys got pregnant with Jughead while in high school and subsequently dropped out. Which means that if Charles was around 9 years older than Jughead, Gladys was at the oldest 17 or 18 while FP was 26 or 27 himself.
