I find it hard to believe that anyone could really consider building a highway on the beach. Admittedly the hills make it near impossible to find another southerly route out of Bahía for a fast, wide road. The villages along the way could certainly do with smartening up but banging a highway down the promenade is hardly going to achieve that.

This arcticle is from January so I´m going to look for something more technical to better understand this plan.
