I see this as partiality being due to overall philosophy philosophy around government. The neoliberal idea that government should do the bare minimum possible to keep society functioning, rather than the old fashioned idea that government has a responsibility to take actions where they will benefit society. It is not a stretch to see this philosophy reflected in CYF's looking at situations '[...] with the primary question being, "does our service need to do anything", rather than "what does this young person need'.
