Economic Development Meeting January 12, 2015 - ED Coordinator Robert Luongo
"The Town of Saugus through its Economic Development Committee, has been successful in accessing assistance from the Urban Land Institute (ULI) and Mass Development for a Technical Assistance Panel (TAP) to come to Saugus for one day to assist us in moving the Cliftondale revitalization initiative forward. As you are aware, the Saugus Economic Development Committee held a public meeting in November, 2013 in Cliftondale Square to look at the Strengths, Weaknesses, Opportunities, and Threats to the Square. This effort is a continuation of this meeting and will give us a road map on how to improve the Square.
A TAP is charged with moving specific projects forward in a community. The Urban Land Institute-Boston assembles a group of experts who bring their expertise into local communities through a one-day, free consultation service and are charged with moving specific projects forward.
These panels are organized for qualifying non-profits and local governments that may not have the resources to find solutions to development roadblocks. During this one day program a panel of six to 12 ULI members provide local stakeholders with the information and tools needed to move projects from the backburner to full steam ahead. Master plans, achieving a broader tax base, market feasibility, and financial structuring are just a few examples of how a Technical Assistance Panel can help a community tackle land use issues.
Panel member expertise includes developers and owners, investors, designers, engineers, and executives from some of Boston's largest banks and commercial real estate firms. Some of the communities who have utilized the TAP include Lawrence, Haverhill, Dedham, Action , Framingham, Somerville and Wareham. Utilizing the TAP, the ULI facilitates decision-making and idea generation at the local level.
In addition, in the attached document you will see a list of key people who can help the Technical Assistance Panel better understand the issues facing the Square. If you feel you should be on the list of people who have good insights into Cliftondale Square, let me know and I will add your name. The idea is to assemble a group of people who can brief the panel on issues before and during their one day investigation. So if you would like to brief the panel on issues of concern to you regarding the Square, or know someone will to contribute their insights please let me know.
The date of this one day Technical Assistance Panel is Monday, January 12, 2015. I have booked the Town Hall auditorium for the entire day. The panel will get to Saugus in the morning and will meet in Cliftondale Square. After a light breakfast some of the stake holders will talk to the TAP about issues facing Cliftondale Square. After they will tour the area and hopefully talk with other stakeholders as they explore the Square and look at all the issues identified. They will then have a working lunch and in the afternoon they will commence writing their report and recommendations and make a presentation to the general public and all stakeholders in the evening. The evening meeting will take place at 6p.m on the 12th of January in the Town Hall Auditorium. Everyone is invited to this presentation and hopefully we will have Saugus Cable available to record it."

As stated the Economic Development Coordinator, Robert Luongo, will be the primary contact and be responsible for working with ULI Boston to prepare background and briefing documents; organizing and scheduling interviews; conducting a project area tour, providing physical facilities for panel work sessions and presentation; and providing general logistical support.
