I had trouble finding it too, since it's not one of the official Eddie Winter holotapes and not mentioned in any of the quest-related pages. It was poor translation. Dragon is just fed up from hearing about Luffy from Sabo for HOURS. He’s rather generally dismissive, like Luffy shrugged about Dragon being his dad. Yanno, like father, like son.

Do you really think Bellamy leaving on his own fits? That would seem like kinda weak writing to me. Bellamy wasn't important to Dressrosa. You could exclude him and it would work just as well. There was no need to introduce him at all and to let him go away again now seems like a waste of time. Sure, he made the first step to sever ties to Doffy but his development isnt over yet and it would feel weird to exclude us from his development. I anticipate him sticking around for at least the next arc

I think that as long as Oda actually dedicates a few pages of the next chapter to Bellamy voicing his thoughts on what he’s been through and his motivations for setting off on his own, it would be a valid way to wrap things up with him (for the moment). Bellamy may not have drastically influenced the course of Dressrosa, but IMO that doesn’t matter much because he still had reason to be there. Oda thought that Bellamy’s story was one worth telling for its own sake. People don’t have to win a fight or save someone’s life to be worth including in the story. He started out as one of the most hated characters in the series, but now we actually got to see things from his side. We got to see what his dream was–how it was misplaced and he suffered greatly for it but resolved to stand by it nonetheless for the sake of his pride. We got to see that he came to respect Luffy after his defeat, and that Luffy came to see him as a friend. In my opinion Bellamy setting off on his own right now is the best thing for his character and development. The decision to be his own person for the first time in his life IS a point of character development, after all. Bellamy making that decision for himself and resolving to find a new dream in life would show REMARKABLE development from the person he used to be–it wouldn’t just be Bellamy dropping off the map without even a word like he was never even there in the first place.
I’d be so utterly disappointed if Bellamy turns around and pulls the same “Oh Luffy you are my savior I must swear loyalty to you forever” routine that literally 5600 other people have already pulled. And not even going that far, I feel like Bellamy just tagging along with Luffy–not even out of a sense of loyalty or gratitude, but even just because he currently doesn’t have another place to go–would be a step back for his character development. Like I’ve been saying, Bellamy was prepared to DIE fighting Luffy in order to stand by his word and keep his pride. And wouldn’t tagging along with the Straw Hats, regardless of the reason, just be an admittance that he really can’t do things on his own? That he really does need someone like Doflamingo or Luffy around him to bail him out when things get rough? So much of Bellamy’s character is about pride, and standing by your decisions whether or not it is easy for you to do. It just does not feel right to me to think that Bellamy is going to start tagging along with Luffy after what’s happened on Dressrosa, even if it’s just for an arc. Bellamy can and should come back in the future, after he’s found his own dreams and his own path in life. But just going with the Straw Hats feels like the easy way out. Bellamy started out as a character who laughed at people’s dreams, and I think the best conclusion that he can have for the time being is to decide that he wants to discover for himself a new dream.

This is true, though for the moment I feel like it is a less important factor than Bellamy’s various personal motivations. Blue Gilly and Ideo have both been running around on their own, right? Same for Abdullah and Jeet, as well as Sulieman. And the two Funk Brothers, and Jean Ango. None of them have crews or previous major affiliations. Some of them have countries or homes they might be able to return to in between voyages at sea, but Suleiman? We know for a fact that he was exiled from his country, and that he’s spent his time since then roaming the underworld by himself. If Sulieman could make it on his own for quite some time, despite also being weak enough that he was defeated by Dellinger single handedly (same as Bellamy), then why can’t Bellamy be able to spend some time voyaging on his own too? I’m more concerned with having a fulfilling closure to Bellamy’s development this arc than I am with Oda paying homage to how dangerous the New World is supposed to be by having Bellamy be too intimidated to go off on his own in it.

That would be nice. I feel like the cover stories are often too… lighthearted to do full justice to Bellamy’s post-Dressrosa journey, but at the same time Bellamy has been through a hell of a lot and he probably deserves to get mixed up in some lighthearted shenanigans for a change. Depending on how Oda does it, it would be really cool and interesting to have the next cover story be about Bellamy.
