The Queen will see the dress. But members of the royal family know what is appropriate and what is not and will choose a dress accordingly. “Approve” is a harsh word considering HM is only seeing the dress a week before the wedding.
As for your other points, Anne’s dress did not have lace:

I think that you’re making some blanket and false statements that don’t need to be made. The dresses just have to be church appropriate. Meaning covered shoulders, and no excessive cleavage (Sophie and Catherine both had v necks, but cleavage is another story).
