No, not all cultures in Mesoamerica developed these things. For instance, chinampas were limited to the Aztecs. You would be hard pressed to find those floating gardens in Oaxaca Valley or Guerrero. Not all Mesoamerican cultures had school systems, either. That, too, was largely limited to the Aztecs. You would be hard pressed to say the Caxcanes or Maya had a similar school system. We know who has writing and who doesn’t and we know who has true writing and who has pictographic writing. Only the Maya, Epi-Olmec, and Zapotec had true writing which could be read independently from memorized knowledge. The Aztecs, Mixtecs, and Teotihuacan had pictographic writing that acted as neumonic devices to recall already memorized knowledge. Not everyone used irrigation systems that used channels, either. The Teuchitlan culture in Magdalena lake basin of Jalisco did not use said channels. I could also go on about the differences between Mesoamerican cultures. The only commonality you can say about Mesoamerican cultures is that they lived in Mesoamerica. The line is drawn there because there will always be exceptions to such blanket statements.
I know all of that, I’m mexican, I’ve spent my entire life learning these stuff, since elementary school, I put them all together not because I didn’t knew, but because I wanted to let people know a little about mesoamerican cultures advancements and encourage them to learn more about them, and thus their differences -_-’

Wow, it’s almost as if there were/are a whole bunch of different, disparate nations and cultures with different levels of scientific and cultural development in the area, and not some monolithic society.
Which of course has always been true.
Again I know that (see above please) I live in the area where the otomí, the chichimeca, the mazahua and the pame lived, there was a reason why my OP specified “I could be here all day listing…” because I could make an essay about just the area where I live, no need to look online or anything.
Both of you could have known I’m mexican if you bothered to look at my about me page, rather than needlessly correct me or make assumptions about me :/
