Kamski's 'TEST' is dogshit though
First off, there are plenty of humans who lack empathy, and most have selective empathy. An android shooting another android doesn't show they inherently lack empathy or sentience. especially if they are given solid motivation to do so.
Secondly, a human is completely capable of harming someone they feel empathy for, so why does this seem to not apply to androids in DBH? From Connor's perspective he's trying to stop a civil war. ruthless calculus and such. Meaning if he takes one life, he could potentially save a lot more. You don't need to inherently lack empathy to make that call. A human would likely kill a random human if it would save hundreds of lives. You can still feel empathy for someone you hurt, even if you're doing it for personal gain or the greater good. Whether Connor shoots Chloe or not doesn't prove he lacks empathy.
Thirdly, Kamski's offering too much and too little of a sacrifice in his test. Kamski's offering Connor a huge break in the deviant case that could stop a war and save countless human and androids lives, if he shoots a random android he doesn't know, and who doesn't seem to have any reservations about getting shot. Like she's completely stone face about it. (my hypothesis is that she's actually a newly activated Chloe model because there's a Chloe in the pool that seems concerned, but the one who kneels doesn't react at all. I think Kamski activated a new one for the test in case his Chloe's were alive.)
There's more reasons I'm sure, but it's just a very flawed test. I guess an explanation for it could be that Kamski is a robotic's expert/ entrepreneur and not a psychologist or a philosopher in the slightest. I wish there could have been more of a incentive not to shoot her, like as Kamski's finishing up a business call and Chloe talks with Connor and Hank for a while, giving them a tour of the home and showing her humanity. then when Kamski asks Connor to shoot her we actually she a slight reaction from her (like concern/fear that she's trying to mask as she's rationalizing in her own head that she's a machine and shouldn't be scared of being rendered non-functional. And Connor picks up on this. maybe they even wirelessly communicate, and she tells him she's scared and doesn't understand what she did wrong.) that would have been conflicting!
