I think the reason Rio wants Beth and the girls to kill Boomer (rather than anybody else, like his go-to guy who would most likely be more equipped to handle the situation) is because he’s trying to trap them and keep them from coming after him again. He’d be able to manipulate them away from going to the feds or trying to screw him over again; simply by lording their crime over their heads. He’d have too much on them for them to ever try anything and now they’d be at risk as well. It’s also a possibility that he now wants Beth stuck in this life with him (which would be interesting). She’s smart and good at what she does, if a little naive, and now Rio realizes that Beth feels their connection too.
He’s also trying to emotionally manipulate them. Probably as a back up plan if all else fails, but it could also be a way to get back on Beth’s good side. Now, because of their weak spot (kids), they won’t go to the feds and risk hurting Marcus. And now they’ll humanize him and connect with him more. They’ll make it all the more easier for him now.
Conclusion? Rio is one sly, manipulative motherfucker.
