A gaff is an undergarment designed to compress and flatten external reproductive organs and/or assist in 'tucking' so as to reduce or prevent the appearance of a bulge under other clothing. This can be used for personal reasons, such as to reduce genital dysphoria (which you don't necessarily need to have to be trans), or for social reasons, such as if you have reason to believe the people in your environment would not respond well to seeing a bulge through leggings, shorts, a bikini, etc etc.
