For me the icing on the cake for Clive in regards to him being reduced to desperation over the years as a result of his own choices is that he has no choice but to ally with Rebecca, who actually is the person he pretended to be in 2020. She has power over a good many people because they fear her, and she isn't at all hesitant to torture/kill in horrific ways if it serves her purposes. In many ways, he's essentially forced into Gordon's position in 2020: no real power in the situation, desperately trying to get the violent people in charge of him to stop locking people up, and his only friend has even less agency in the world than he does.
