"The second test flight of the Saturn I (SA-2) rocket was launched successfully not long after this photograph was taken at Cape Canaveral Air Force Station (CCAFS) in Cape Canaveral, Florida. The Saturn I rocket was designed to launch payloads into low Earth orbit and was the most powerful launch vehicle used by National Aeronautics and Space Administration (NASA) to date. SA-2 was a suborbital flight which released a test payload of 30,000 gallons of water in the upper atmosphere, in order to examine the effects of radio transmissions and local weather. Ten Saturn I rockets were flown until the model was replaced by the Saturn IB."

I love how many layers there are in SA-2 story.
Eggman wants to take over the world and he enlists the military's secret weapon, Shadow, to do so. He is FULLY using Shadow and Rouge for his own goals.
But then it's revealed Shadow actually has his own goals and is actually using Eggman to get the Chaos Emeralds to enact his own surprise world-ending plan.
BUT THEN, it's revealed that Gerald was manipulating Shadow into thinking that Maria wanted him to destroy the world and he has less than 10 minutes to stop everything he put so much time and energy into starting or the world really will be destroyed.

SA-2 Saturn I lifting off from LC-34 at Cape Canaveral, Florida. This was the first flight of Project Highwater, which was carried on SA-2 through SA-4.

"This vehicle had a secondary mission. After the first stage shutoff, at a 65-mile altitude, the water-filled upper stage was exploded, dumping 95 tons of water in the upper atmosphere. The resulting massive ice cloud rose to a height of 90 miles. The experiment, called Project Highwater, was intended to investigate the effects on the ionosphere of the sudden release of such a great volume of water."
