Hi, i'm going to a semi-formal event. i have a large chest, but am small busted. (my clavicle is impressive.) I have a fuller hipped and stomach and i hate my broad shoulders. Any dress suggestions on the cheap?

Okay, how about looking for a dress that has straps. One or two, but that go like a halter, (towards your neck). Or if you could find a dress with maybe some design or neck to the dress. like this

You can always wear padding to push up your bust and make them look fuller! Especially with these dresses. 

As for your waste, try looking for an A-line dress. Maybe chiffon or ruffles at the waste line to hide any imperfections.
