This particular area of the wrecked city had been designated for something more like a full re-haul, rather than repair. Deconstruction, then reconstruction.
Cell focused, raised a hand, and used his telekinesis to rip out what material could still be used from a ruined building, and started to use it to make a new one. The scrap left behind would be either discarded entirely or reused in some other way, depending on what the human construction team advised, or what Cell himself could come up with later.
It still amazed the bio-android he'd found some humans who tolerated--even, to a certain extent, actually welcomed--his help in rebuilding what 17 and 18 had destroyed. The alliance made things...simpler. It helped ensure humans didn't interrupt his telekinetic work; he had tersely expressed preference for undertaking the action in solitude, and they had obliged, with exceptions for any urgent matters that came up.
Sometimes there were humans, particularly younger ones, that watched him do this work--but they kept their distance, making it easy for Cell to ignore them. (And eventually they were chased off by other humans, usually older ones.)
Today Cell had no observers, which was the most ideal situation. He made the gestures, and his telekinesis manipulated and shaped the building material. With one final move, he laid the first layer down. Then the bio-android turned his attention to another wrecked building to be cannibalized for construction material. (And if necessary, he could pull from the Earth itself.)
Cell paused, telekinesis holding the newly ripped out building matter hovering in the air. He heard something, was it one of the humans...?
