In one of your posts about W5 lore, you recommended treating Hapil and Kalaril as distinct from Ghost Council and Galestalkers/Winter's Teeth. What cultural influences would you suggest using from the new tribes?
J.F. Sambrano has published his original draft of the Ghost Council, and I fully endorse this to model your Ghost Council off of.
As for Winter's Teeth, I recommend moving away from the references to cannibalism or anything that casts them as mindless 'savages'. (indeed, I think you should eliminate that word from your table altogether). Their anger is justified, not mindless, and should remain, but consider that First Nations, while having many differences between each other, would absolutely come together to shelter one another in a crisis. I'll see about posting a preview of Kalaril/Winter's Teeth in the coming weeks too, but in the meantime, it's possible to respectfully represent them if you critically assess the literature. For writing Indigenous characters for the tabletop, I recommend Sambrano's interview on Werewolf: the Podscast in which provides his insights on creating Indigenous stories for the tabletop. I'd take it a step further than that, reading his articles on The Issue of Race in D&D and How to Fix it and National Identities over Racial Identities in D&D, and interpret the presentation of the tribes from a community-forward approach. That is, don't just consider the powers a tribe of it's members possess, but the families they grew up in, the communities that raised them, and the environments they live in that inspired the powers they use as a path towards respectfully presenting cultures at the tabletop.
