Sam Steele is a supervillain in the sense that the machines he builds tend to be fighitng superheroes. While he does have a direct rival in a League of Heroes member named Miki Kishimoto, Sam is more of a supplier of illicit and advanced technology
When you need a mechanic or an engineer in the criminal underworld, there is no one better than Sam Steele. Even if his tech is shoddy, low quality, and prone to failure. He’s still one of the best in the field.
In terms of inspiration he’s sort of a Dr. Eggman/Robotnik pastiche with a sort of vertically challenged Mario look going on. Though I was never trying to Mario but I was told once or twice that’s what he looked a bit like.
