To me, Hubert's character arc is about him coming to care about people other than Edelgard, even passionately caring about them.
His default state before he starts developing is his C-support with Edelgard to me, where she remarks on his interactions with the other students and he tells her that he only enjoys his time at the academy because of her. Meaning that he thinks that he has already the best relationship in the world with the best person ever and he doesn't need anything else.
His time with the Eagles challenges that, though I think this development is only fully finished in Hopes, even if it is a spin off and alternate universe.
Hubert's development endgame is also that rather than choosing Edelgard or choosing someone else, he tries to maintain a balance and equilibrium between his devotion to her and his devotion to his friends.
Offering Dorothea work for Edelgard that is less distressing for Dorothea and keeping Ferdinand safe even if Hubert has to remain by Edelgard's side in Golden Wildfire. Having at least two moments where he outright tells the BE to keep each other safe and to survive (the return to Enbarr and the finale). I really like that! I think it would be more "classic" if he rejected his devotion to Edelgard or rejected his devotion to his new friends, but instead he's just doing both as best as he can.
The result of his arc is that he discovers that he has love in his heart for a lot of people and that despite what Edelgard means to him, he doesn't want to forsake these new bonds once he really accepts them. The extra workload he piles on himself doesn't even matter, since he's clearly flourishing and happy with all these people to spend time with and care for. I think Houses post-ts Hubert was on his way to becoming that, but the game stops before he fully gets there, since he maintains his reserve much more in Houses compared to Hopes. So one thing I always liked about Hopes is that it properly finishes Hubert's arc with all the Eagles and shows how much he will really open up post-CF.

hi! I was reading your crimson flower post and I felt the same way on my first playthrough, so idk if you've played three hopes or intend to play/watch it, but you might like edelgards route in that game better? for me, I thought scarlet blaze fixed many problems with CF, and I really enjoyed some of edelgards characterization there! that was just my personal opinion when playing it but idk, I had a lot of fun with SB lol :)

I did think that Scarlet Blaze would address some of my problems and questions concerning the Empire & Edelgard...
But relying on a separate spin off to get compelling writings always leaves a bad taste in my mouth (I'm looking at you TotK) 🫠 if anything it makes my opinion of the og game worse
Idk maybe I'll see if Silver Snow can salvage my lack of interest in the Empire's storyline... Rn I think I'm still too frustrated to give Edel the goodwill she deserves
