'Risk Pool' to be Created to Compensate Nations Hurt by Bill Gates Venture to Dim the Sun to Cool Earth

Because spraying particles into the sky to dim the sun could cause catastrophic weather changes, advocates are creating a 'risk pool' to compensate those affected by it.

We won't dare call this a conspiracy theory because people wouldn't believe it, however, this is very real. So real, after years of planning they are about to give live. What could go wrong?

I would say it’s because our sun is being blocked, but they ALLEGEDLY haven’t started mass scale solar engineering.. yet. All Bill Gates funded “climate control” experiments (which would inject/spray nanoparticles like sulfate aerosols & calcium carbonate in the sky) are “still small-scale & experimental, not deployed over cities”, & they definitely wouldn’t lie to us, so what do you think could be the reason?
