I think pack is all about trust. They all trusted Peter. They trusted him with Derek. It's sometimes hard to see what's really going on when you trust the person.
As for Laura, I think she was an Alpha in training, probably hanging more around Talia then carrying for her baby brother. I mean Peter was taking care of that right? He was his best friend. From the whole Cora/Derek relationship I'm gathering that the Hale kids weren't as close as we like to think. Ian said that Derek was like THE MAN! So I'm guessing he was always out, either with his friends or with Peter.
