I used to work at Sbux, depending on if you're in drive thru, if you ask for a little room at the top, you can add your own in. If you're not in the store, I would recommend being very specific about your milk amount. We had customers that would ask for a capful of cream and even though we'd roll our eyes, the customer usually ended up content. Sorry your Sbux blows, if you're a regular it doesn’t take that long to figure out how people like their drink. :/ Hopefully this helps?

I actually am a regular which is what’s so frustrating. Sometimes if I know I’m gonna go home, I’ll just ask for no milk and do it myself at home. But other times I just can’t because I’m headed elsewhere. And I’ve explained it every way I could and they’ve even repeated back to me like so this is how you want it? And I’m just like YES! But it doesn’t come out that way. You can usually tell by the color whether or not there’s a lot of milk and I want VERY LITTLE so basically the darkest brown possible because it’s just a tiny flavor preference. I have a lot of friends who work there as well and they’re always just like !?!?!? how is that hard!?!? But literally both drive thrus near me are horrid about it.
