Rebound normally exiles a card after all of its spell abilities have happened, but Part the Waterveil has already exiled itself and thus rebounds replacement effect can’t apply to it.

No, it turns them into inanimate lands.
I have a Sundial of the Infinite Dial along with a token created by an attacking Flamerush Rider. Is there a step where I can end the turn after damage is dealt, but before the end of combat phase so I can keep token?
You could end your turn in the combat damage step after damage is dealt, but then the token will just be exiled on your opponent’s end of combat step the next turn.
The best course of action is to go to the end of combat step, put the delayed trigger to exile the token on the stack, then end your turn with Sundial. This way you get to keep the token until it dies.
