It's interesting to read A Tale of Two Cities in its original serialised parts.
This week Dickens:
closes off a question raised two weeks ago ("Who could that be with Mr. Lorry?"),
leaves unresolved questions raised last week (what will happen to Charles now? and "What other [denounced him]?"), and
opens a new question ("What purpose [does Sydney have]?" and what does he have to say to Barsad alone?)
This opening and closing of questions builds suspense and keeps readers coming back every week.
