Dimitri has a figure with his weapon, Supreme Leader wields Aymr and Billy... dances.
I'm not going to comment on the lack of Fraud, but the sheer fact Billy wasn't given a badass pose with their prf weapon is enough to, imo, say what the people designing those at IS were actually thinking : it's not the Billy turned guide/professor/pope/god reborn guiding people to a better tomorrow that "could" sell, it's F!Billy in heels, wearing even less than usual and "dancing" that sells.
Let's say even if Jugdral Echoes becomes a thing, I doubt Sigurd or even Seliph will get a 1/7th scale figure, Dimitri got one because of his massive popularity, but the rest?
Even assuming it becomes popular, I guess we'd rather get figures or swimsuit!Julia or maid!Deirdre than Siggy on his white horse, but hey, after the latest units released on Heroes, I'm pretty sure IS embraced their shift towards a certain audience I'm not part of.
