From The Daredevils #4 a Black and White UK comic from the 80's, we have Alan Moore and Alan Davis giving Arcade more of a personality in page than most writers manage in an entire act.
"I'm watching Bilko! NOBODY talks to me when I'm watching Bilko!"
And if you have to ask who Bilko was, then A) get off my lawn you young whippersnapper and B) It was the name of the leading man in the 1950's sitcom The Phil Silvers Show with the nominal star playing Master Sergeant Ernie Bilko, who ran the motor pool at the backwater military base of Fort Baxter, where he spent all his time trying to wheedle money through various get-rich-quick scams and promotions, and/or to find ways to get others to do his work for him. It's a genuinely brilliant series.
