The angle is always calculateable, and is dependant on the speed at which light travels through both mediums (eyeball juice, air). When we go underwater, the light is barely refracting as it comes into our eye (because light travels through eyeball juice and salt water at similar speeds) and our brain has no ability to compensate for this different angle. It essentially believes we are still above water (silly brain), and the image is focused at a point behind where it should in the eye; which is why everything looks fuzzy.
