The anthology comic Action Comics 3 was published with a cover date of August 1938. While Superman was on the cover for the majority of the run, he did not appear on the covers from 2 to 6. Superman still hadn't met a super villain. In this issue, he caused a cave-in to trap the mine owner and his rich friends who were having a party there. He did this to punish the mine owner, who was running an unsafe mine and blamed a recent cave-in on the miners. Blakely, the mine owner, tried to activate the safety devices only to find they had rusted over. When Blakely learned his lesson, Superman tore down the barriers to let the rescue workers in. When Clark Kent interviewed Blakely later, he promised to treat his miners better.
