Detailed SOP needed for shoot-on-sight authority
PUTRAJAYA, July 15:
Prime Minister Datuk Seri Najib Razak agreed that more aggressive measures must be taken to tackle security problems in Sabah waters.
However, he said there must be a clear Standard Operating Procedure (SOP) in place before security forces are given the authority to shoot on sight.
This was to ensure that ground personnel had a clear understanding of the situation that would allow them to exercise the power.
An online news portal quoted Najib as saying: “The authorities should come up with the Standard Operating Procedure (SOP) to be approved by the government.
“The SOP must be clear to avoid untoward incidents involving the lives of innocent people,” he told newsmen here today.
The Royal Malaysian Navy on Monday had asked for security forces to be given the power to shoot on sight at any suspicious targets encroaching Sabah waters.
Navy chief Admiral Tan Sri Abdul Aziz Jaafar said this was to stop terrorists from southern Philippines from entering the country.
He urged the government to issue the order following another intrusion at the resort in Mabul Island, Semporna, Sabah, where a marine policeman was killed and another kidnapped on Saturday.
The Home Ministry then gave the go-ahead to shoot when faced with intruders encroaching into Malaysian waters and deemed a threat to national security.
This overrode a statement by Attorney-General Tan Sri Abdul Gani Patail earlier in the day that rejected the Navy’s proposal, saying that Malaysia is not a military state.
Meanwhile, in Kota Kinabalu, Eastern Sabah Security Command commander Datuk Abd Rashid Harun said: “All will be implemented,” when asked on the green light from Home Minister Datuk Seri Dr Ahmad Zahid Hamidi to shoot when faced with intruders encroaching Malaysian waters.
Declining to comment further, Abd Rashid said that since they had officially taken over the Esscom operations today, he hoped to foster greater cooperation with the other security agencies in Sabah.
“I will carry out the tasks and responsibilities entrusted on me, with the collaboration from my friends in the police, army and Malaysian Maritime Enforcement Agency.
“On new methods to combat cross border crimes, we will wait and see, we will study the best approach to tackle these problems,” he said.
Abd Rashid’s appointment was announced by Najib earlier this month, as part of the restructuring of Esscom, where he will be in charge of the intelligence, security and defence as well as the operations division in the Eastern Sabah Security Zone (Esszone).
Abdul Zahid has recently given security forces the go-ahead to shoot when faced with intruders encroaching into Malaysian waters and deemed a threat to national security, overriding a statement by the Attorney-General earlier.
“If only shooting can stop the intruders, the shooting is justified.
“The government has no problem with the shooting order if intruders try to enter the country,” he said when commenting on a request by Abdul Aziz.
Abdul Gani had earlier rejected the Navy chief’s suggestion because Malaysia is not a military state.
Abdul Aziz had called on the government to issue the orders following the intrusion at the resort in Mabul Island, Semporna, Sabah, on Saturday.
