That's Feebas. It's the 'ugly duckling' of Pokemon. It evolves into Milotic and is like the Hoenn Magikarp but it's so. fucking. hard. to. evolve. And if you don't do it a certain way, it stays a Feebas forever. I learned that the fucking hard way.
