Black is very unusual for kid attires, this kimono is probably an adult kurotomesode (or maybe a black haori?) which was altered for children wear (see the kata-age/shoulder tucks, and how the hem pattern seems "cut").

Is there a term for the way children tuck their kimono sleeves if they're too big?

I keep trying to look it up but I can't find it anywhere.

But here's examples of what I mean.

Torso width is sized down with shoulder tucks named 肩上げ kata-age. Lenght is reduced thanks to a waist tuck named 腰揚げ koshi-age. Too long sleeves are made smaller with 袖揚げ sode-age.

Rainbow kimono by Mimizukuya retailored to fit a child. This shows nicely the shoulder tucks called kataage, used to narrow the torso and shorten sleeves. And when your child grows up, you only have to undo/lessen the tucks and bam! perfect fit :)

Now, children mostly only wear kimono for formal events, so families often simply rent some tailored to kid sizes. The tuck feature is now mainly seen on antiques - or worn live by maiko (who in the past were far younger than today):
