Frankly, considering the repeat foreshadowing to her death and the extremely rushed resurrection, I'm willing to bet Kirigiri surviving was interference from Kodaka. He's made it very, very clear in the past that he won't kill off survivors, so it wouldn't surprise me if her survival in DR3 was his decision.

I don’t really think this is true. While there is repeat foreshadowing for her death, there’s also repeat foreshadowing for her survival, as early as Episode 5. They clearly set up the scenario early on for a sacrifice and revival; just because one is rushed doesn’t mean it isn’t what they intended all along. The mastermind reveal is very rushed, and I’ve never heard anyone argue that was an “interfered” decision.
