Basically, Eönwë wanted to be a little more proactive about curbing any remaining influence of Morgoth or his servants following the War of Wrath, as well as making sure the Ainur aren’t overlooking anything that could turn out to be a serious problem down the road they aren’t taking too close a look at Numenor just yet, though. Upon arriving in Eregion, he hears word of a Maia working alongside the Gwaith-i-Mírdain, and more notably, alongside the grandson of Fëanor, Celebrimbor. So what else to do, but investigate?
Considering Sauron’s flight post-War of Wrath, Eönwë has his suspicions that there may be some of Sauron’s influence at work here, especially concerning this “lord of gifts” that Celebrimbor seems so fond of. He was not, however, expecting to find the (former) lieutenant of Morgoth just chilling in Ost-in-Edhil. Granted, Mairon wasn’t expecting Eönwë, Herald of Manwë to just show up, either.
