toot toot here comes the headcanon train
So , I've been pondering and pondering lately, because I may have (cough) started to roleplay Adrasteius a little bit now and then ... in various places ... and I was thinking about the problem of the stagnant Silvermoon.
Now, obviously, we know that the place hasn't been touched much since it was first released. Sure, the big lugs walking around menacing everyone with propaganda slogans have had their dialogue edited slightly to reflect the new leadership. The Sunwell's back, and the blood knights aren't draining the essential purity of a Light-juiced wind ornament anymore. All well and good. But for the most part, the city is still basically 1984: Elf-style.
How to deal with this, RP-wise? WELL. For my part, and I stress that this is for my part, meaning no one has to agree or go along with it, I think it's a matter of Lor'themar's forced inattention. In the past, many people have roleplayed as though a council of magisters is part of Silvermoon's government, and I agree with this. Many have also concluded that most of these magisters are decadent and corrupt and pretty much do nothing good for anyone outside of themselves. I have worked with this concept in Adra's story, and it was even one we bore out while on WrA, back in the day. So that's the foundation here.
My thinking at present is that Lor'themar, who is clearly not dictatorial in manner and philosophy, is so distracted with current situations abroad that he has no time to deal with domestic issues. He's too caught up in the fact that Garrosh is grinding the blood elves to a pulp beneath various suddenly animated mogu statues to scrutinize Silvermoon's day-to-day affairs very closely. I extend the benefit of the doubt on this to Rommath and Halduron, as well (though I don't personally think of Rommath as being very charitable about the Common Elf, generally).
Due to this negligence, daily life in Silvermoon has remained fairly oppressive. I think it's reasonable to suggest that an updated Silvermoon would probably not have the demonic crystals everywhere and that the blood knights might be behaving a little more humbly--but in my mind, at least, the magisters still have a pretty good (and pretty harmful) grip on the city.
Anyway, that's how I'm rationalizing the fact that walking around Silvermoon in-game still feels like you're constantly in danger of getting pulled over by the secret police. Or even the public police. Just police, everywhere.
