Right, though I get that more (lack of note, she was in a horrible state,not thinking clearly and maybe Ozai destroyed the note or similar) than the lack of anything showing concern for Azula when she speaks to Zuko (take care of your sister? Try to get along with your sister?) following the return of her memories in The Search, or something in Smoke and Shadows beyond the “is she safe, warm and happy”.
Oh Zuko said she’s fine? I’ll not think about her anymore. I can move on to show how terrible life was for me when I was living with Ozai.
Small things could have done it. Showing Ursa holding onto Azula’s picture, then tucking it up her sleeve when someone walks in on her, gazing at a locket that has Azula’s picture, a few scenes where she is fingering the locket. Waking from a dream shouting Azula come home, THEN running into Kiyi, connecting her concern for Kiyi with her concern for Azula.
Instead of startling at the picture of Ozai and assuring herself he can’t hurt her anymore, staring at the picture and muttering something about “I’ll get her back, you won’t succeed.”
