I think Victorianism is a bad comparison because that period of time was characterised by rigidly enforced social order, rapid industrial advancement, newly available long distance travel, imperialism, and a dark, respectful, and arcane societal fixation on death. Meanwhile in this setting, revenant society is a giant free for all devoid of inherited social order, the only person in Surenia making any kind of industrial advancement does so in his spare time and still can’t make a car that won’t explode, long distance travel is almost impossible for anyone who isn’t already dead, Veilheim can’t expand beyond the city walls because The Necromancer will get them and there are no accessible civilisations to subjugate anyway, and the social attitude towards death is gleeful and mundane.
