It's funny how we always talk about Satoru letting Suguru get away so many times and being unable to kill him and that's why Suguru was able to do evil cult leader things for 10 years because the ONLY person strong enough to face him just wouldn't and couldn't, but we never bring up how Suguru never came after Satoru.
Satoru is easily the biggest threat to Suguru's criminal empire; he's the only person strong enough to kill Suguru, so you'd think Suguru would've done something about that. But no… he didn't. He just let him be for 10 years. Suguru knew that Satoru, the only person capable of killing him, was out there and HE. JUST. DIDN'T. DO. ANYTHING.
