Jack vehemently disapproves of the military, especially state alchemists. They fully believe that a dog of the military is no longer an alchemist because of their "abandonment of the people, and their greed for knowledge." STILL, to have the privilege to travel to Briggs with Winry (vol.17?), they fabricate a pocketwatch and claim to be a state alchemist under the name "Open-hand." With their exposure to the secrets of Amestris, their frankly idiotic plan is only humored until they involve themselves too much.
