It doesn't. I'm just not really sure where they would get actual ice? Because like, it canonically says that it never snows in the Shire, except for in the northern parts, and then only, you know, in winter. I'm going to guess it's a seasonal treat up there, but otherwise, you can't exactly take some ice off the blue mountains and just... carry it over, idk.
