Honestly soooo insidious of the Department to recruit Alex with blackmail and then send Smithers in to be all 'we heard Alan Blunt is doing something illegal, if you tell on him and admit he's using a schoolboy we can shut the Department down'. Like first of all how dare you expect loyalty from your blackmailed teenage employee and second of all damn he's never going to trust or dare tell anyone about being blackmailed because he'll always suspect it's a trap
