I just realized:
Soulless Sam is the Tin Man (from the Wizard of Oz).
Someone who feels empty and wants a heart.
He doesn't know what it's like to have a heart, he doesn't know if it will make him better, but he hopes, desperately.
Except this Tin Man didn't meet Dorothy, but the King of Hell, so all he can do is try to get his heart is to follow his orders or get one over him.
