Dr. Ivo "Eggman" Robotnik most likely either encountered Cybertronains when he probably sent to another dimension given the nature of the Chaos Emeralds of warping time and space or he got the idea when he saw Decoe, Bocoe and Bokkun watch Transformers or some fictional equivalent to Transformers in their free time that gave him the idea here.
