I mean up to Arkham Knight you could argue that he wasn’t a killer per se. Arkham Origins is kind of in canonical limbo and you COULD argue that no one was ever intended to die in the Arkham City deathtraps. But Arkham Knight he has clearly snapped and this extends to being willing to kill people with his own hands and would absolutely be willing to do so to anyone who looked at him wrong
