Kind of, I think everyone recognizes Andraste as the messiah but they pray to the Maker since Andraste has no god-like abilities that can influence a faithful’s prayers (think God/Jesus) but both are extremely important to a character’s faith. To answer your question, it largely depends on your interpretation of Cassandra’s character. Based on her reactions to becoming Divine vs rebuilding the Seekers, I’d say she believes in free will/choosing for yourself rather then being set on a path. But Cassandra is also doubting her faith during the events of DA:I, she questions whether the Conclave and the Herald are part of a larger plan or just the results of the choices of a mad-man. Really its up to you how you represent her faith.
